[Board] setting up new board members

Hello,

a) looks like the 2.2 at page Board member Profiles [1] is not right.

b) we also have the Category:Board_of_Directors
* https://wiki.osgeo.org/wiki/Category:Board_of_Directors
* the page is not up-to-date
* every board member neets to add the category to their page and for 
past board members we should delete the catagory

I could do the changes.
