[Board] disband the finance committee

The board has now approved the following motion:

MOT 2: Disband and reform finance committee

finance committee is being disbanded due to inactivity, the board taken
back this responsibility (reaching out to officers and passing a budget for
the last three years). The committee was not in position to report for this
years AGM.

I have marked the committee as disolved on the wiki (
https://wiki.osgeo.org/wiki/Finance_Committee) with instructions that the
responsibility has reverted to the board, and that officers should contact
the board with budget requests.

Having a finance committee is still a good idea, if volunteers are willing
the committee can be reestablished.
