[Board] Request for OSGeo Budget 2018

Dear Board,

thanks for the request for the 2018 budget, we (from CC-side) will work
on it ASAP.

One thing that might be of interest for you (especiall for Michael): I
have 98% of the final numbers for the 2016 conference. There is a rest
of unsureness, because we have to level our VAT with the tax
declaration. In the moment, based on the number of our tax accountant it
looks quite good, that we will get some money back.

I will deliver the pre-final numbers before the next board meeting, then
we should think about how to proceed with the surplus. From FOSSGIS
point of view, it would be good to close the bank account by end of this
year, because it causes unneeded extra work for our treasurer.

A few month ago I proposed to Michael to pass this account over to any
official OSGeo organisation (global, Europe, e.g.) - but as I know how
difficult it was, to open that account, I fear, that passing it over to
someone else will cost lots of effort.
