[Board] Motion: use GSoC student mobility grant at FOSDEM geospatial devroom

Hi Madi, Johan, Anne, Marc + all the FOSDEM devroom team,
It would be great to have a representative of OSGeo attend the
"Foundations Dinner" there on Feb 2nd @7pm: see
