[Board] following up on osgeo charter member elections

Now that the board has recognized

the new charter members, can we make a news announcement welcoming our new
members <https://wiki.osgeo.org/wiki/New_Member_Nominations_2017>, and
perhaps update the list <http://www.osgeo.org/charter_members>? Ideally we
can do this in time for the board elections!
