[Board] local git repo in OSGeo-intl dropbox

The path OSGeo-intl/agreement_mou now has a .git folder (with branches, and
logs, and so on). Each time work is done there DropBox is mirroring the
hidden ".git" folder out to all the people sharing the folder.

If we would like to keep these agreements in a public git repository
consider https://github.com/osgeo/osgeo (we can make a top-level "board"
folder similar to the other committees).
