[Board] OSGeo DoI MoU signatures

Thank you all for moving this forward.

Venka, at the end of this Loomio discussion, Jody includes a text of email from Doug Newcomb, who has initiated this effort
from the DOI side, suggesting that we do the signing electronically starting with your signature of the final document 
which is attached  on the bottom of the loomio page

Once you sign it please email it to the Department of Interior Geospatial Information Officer Thomas Dabolt
for the DoI signature (thomas_dabolt at ios.doi.gov <mailto:thomas_dabolt at ios.doi.gov>) and please cc to Doug (doug_newcomb at fws.gov <mailto:doug_newcomb at fws.gov>) to keep him in the loop.
