[Board] OSGeo Representative

Thanks Helena, I have resisted a block on the current motion, I feel the
revised wording offers two things:
- recognition of a representative as an officer of our foundation, good for
liability insurance
- recognition the president can ask a representative to sign something on
her behalf, such as at a public signing ceremony
I feel these two are substantial additions, appropriate to the role, and
worth revising the initial motion.
