[Board] Budget proposal for ZOO-Project 2019

ZOO project falls under the community project program and we will be
discussing how to manage that today.

Separately I was going to ask for some incubation committee budget to
encourage projects such as ZOO Project to graduate.

With respect to T-shirt’s is that something that be coordinated (for all
projects) via the marketing committee?
