[Board] reminder to vote on electronic motions

We have three open motions, some closing in a matter of hours, that require
attention:

The goal with using loomio is to automate contacting board members when
participation is required.

I am sorry Astrid - it seems your motion to change the IRC time has not
gone ahead due to lack of participation - and in this case I was one of the
people who missed it :(

While I can see it listed under "previous" decisions here
https://www.loomio.org/g/kdSmIwxu/osgeo-board - it does not appear to be
part of a discussion thread.... okay I can now see "current decisions" at
the top. I will check there in the future.
