[Board] Renew mandate to act as admin for GSoC 2018 edition

That's great, thank you Angelos. Hope the board doesn't mind if for
practical reasons we are going ahead with the organization and eventually
the submission of the application which is due by Jan 23. Keeping in mind
that in the event of negative answer by the board, we can still withdraw it
by that date.
