[Board] OSGeo Portuguese Chapter

Hi Joana,

Thanks for tackling this.

For the final approval of your local chapter, could I ask you to add a 
couple of sections to your wiki page? 
(https://wiki.osgeo.org/wiki/Portugal)  It would be good for you to also 
add missing information to the page, such as mission, objectives, 
structure/members, (if it is a legal entity or not) , person to liaise 
with OSGeo Board, etc.  (this is mentioned in the "Chapter Formation" 
steps at http://www.osgeo.org/content/chapters/guidelines.html)   Or 
actually a template to use for those missing sections could be copied 
from an existing chapter's page and filled in on yours: such as 
https://wiki.osgeo.org/wiki/Vietnam

(or maybe all of that information already exists in your wiki pages and 
I didn't notice it, which is fine also)
