[Board] Send a timeline mail to OSGeo-Discuss and information about f2f and no charter member meeting

Hello all,

sure we could make a Charter Member meeting on one of the other days at 
BaseCamp.

Monday evening would be fine. (as FOSSGIS starts already with a come 
together on tuesday)

I would suggest to discuss the topic at our next f2f-video call next 
week. (still early enough)

I will put it on the agenda.
