[Board] Request for approval OSGeo Thailand Chapter

Great plan Sarawut.  As discussed with Venka-sensei, I will start a 
draft of the press release on the OSGeo wiki and send to you and Phisan 
for edits shortly as well.

I am excited to follow the event on 23 July!
