[Board] OSGeo Representative

Hi all,

I wrote a piece of news (not public yet) about OSGeo Representative. I will
then write a couple more about the chosen ones once this is published.

Any suggestions about the wording before releasing into public?

I tried to follow Yoast suggestions on readability and SEO, but I don't
know how to reword it more without losing the intention/content.

I will publish it tomorrow. No big issue if you can't review, just wanted a
last review.
