[Board] Sponsoring FOSS4G 2018

Maria & Board:
Thanks for your consideration of the DLOC's request for sponsorship.
Indeed, this will be an incredibly important source of funding to help
achieve the Dar conference's vision of broadening access as widely as
possible, including having as large a TGP and as many free passes for
local, African attendees as can be supported.

I just wanted to point out that your concern about "...following FOSS4G LOC
asking for similar support" is actually bounded. What "similar support"
means is that that a future conference would not need to accept an OSGeo
advance and guarantee of the advanced funds. Indeed, the Boston team took
advantage of the advance and guarantee and they were extremely valuable.
For various reasons, the Dar team has *not* needed the advance, nor the
guarantee, and thus the sponsorship would be the *only financial support* that
is being received from OSGeo. The Boston Team, in our proposal, offered
OSGeo gold sponsorship in recognition of the "funding support" that the
advance and guarantee represented. If Vasile, or other future conferences
can get off the ground and going without an advance and guarantee, then
from my point-of-view, they - like Dar - should be supported through a paid
sponsorship which provides real value back to *all sponsors *including
things like free tickets, exhibit space and named events.

Indeed, the Dar conference is quite different in many, many ways from
previous FOSS4Gs, including the financial arrangements.

Thanks again for the Board's consideration and broad-based support for
Platinum sponsorship!
