[Board] MoU updates

Dear board,

I have some updates on MoUs (no action is needed, unless you have some comments):

1. Following a discussion with Diane Sinton, the executive director of UCGIS,
we made a minor edit in the MoU. The following sentence at the end of the MoU was removed,
to avoid automatic lapse of MoU if we don't do a review:

"In the absence of a biennial review by both bodies, it will be assumed that this MOU has lapsed."

The two year review is still included in the #4 item so the lapse sentence really was not needed.

On our website on UCGIS partners webpage we need to include Diana Sinton <dianasinton at ucgis.org> as UCGIS contact
(I can try to do that if I find out my login).

2. I have added the MoU with Youthmappers to the MoU wiki as "in preparation"
(approved by OSGeo board, now it needs to be approved by Youthmappers and
we need to find a meeting where it can be signed).
