[Board] so about the todo list

One of our f2f meeting ideas was to try out having an issue tracker for a
todo list, and populate it with action items from board meetings.

This currently stands as an experiment, with most events created 1 month
ago during our initial f2f meeting.

During the F2F meeting we had a "Board backlog review and prioritize"
agenda topic, with a volunteer stepping up to review prior meetings and
generate action items for the todo list.
