[Board] Proposal to start a "OSGeo Businesses" mail list

Here is the under-used "industry" mailing list.  It has 51 members, and 
only a few messages have ever been sent to it (last one August 2015):

I'd like to see something used, and I appreciate that Steven and Dirk 
are driving some energy into this.  -jeff
