[Board] R: UNIGIS Meeting

I won’t be able to go to the UNIGIS meeting but I will be meeting with Josef soon so
we can prepare the draft MoU. I added UNIGIS to the MoUs wiki as "in preparation" to keep track on where we are with it

If UNIGIS or anybody else from OSGeo has already worked on a draft MoU with UNIGIS, please let me know we can use it as a starting point.
