[Board] java 2018 code sprint

I am always careful to recognize companies (or any organization) as
providing an "in-kind" contribution if they are supporting the event in a
non financial way (providing staff time for example).

I want to avoid the situations the that some our our partners find
themselves in - trying to put a financial value on participation. It both
underplays the importance of participation (the really limiting factor in
our open source endeavours) and loses track of the financial component of
sponsorship.

We could talk more about this if you are interested, but the short term
need is to reach out to sponsors. We have several potential attendees who
we would like to help. Last year we raised 7k I believe for this event
(between sponsors and OSGeo).
