I agree. It makes sense for costs that span projects. I was planning on adding a services category for expenses like these.

    Congrats to the new board members !
    
    For consideration for the 2020 budget:
    
    As you may know, the projects under the OSGeo GitHub organization may use the 
    Travis-CI service. OSGeo has now opted since more than one year for extended 
    workers to support the load of the various projects (GDAL, PROJ, GRASS and a 
    few others). Up to now, the cost was covered entirely by the budget of GDAL, 
    but it might probably be better to have it allocated under the global budget, 
    instead of being imputed only on GDAL. From what I find in my emails, the 
    yearly cost is ~ $4107.60 (at least that was the cost the first year)
