[Board] GeoMoose Funding Release

Hey Folks,

As the chair of the GeoMoose PSC, I would like to request our funds be
released to ShareGeo. I've CC'd the financial officer at SharedGeo who
facilitates our account.

SharedGeo has been directly responsible for hosting our project's site,
build system, and other on-going maintenance.
