[Board] OSGeo Project reports 2019

Hi all,

Update on an action item about asking OSGeo projects to report for 2019:

Looks like the only project that was not present in Bucharest AGM was 
Marble, so I am going to ask the project officer to attend a board 
meeting, probably the one planned for Jan 27 2020.
