[Board] request - update financial guidance with example email to treasurer

Board:

I know Michael is friendly, but writing a request for money has folks
concerned about doing it right

Can I ask that the financial guidance document
<https://github.com/OSGeo/osgeo/blob/master/board/documents/osgeo_financial_guidance.pdf>,
reimbursement guidance include a sample letter to the treasurer. I have
been fielding several end-of-year questions on how to do this.

Even a two line example:

I attended the osgeo community sprint in Athens. My travel expenses were
> 150 EUR, airfare receipt attached.


Tip: Michael is excellent at asking for the information needed, please just
start an email conversation with him :)
