[Board] Seed money for FOSS4G2021 Buenos Aires

Dear Board,

We would like to request the seed money for the 2021 conference.

We are going to request the full seed money now because each transference
to Argentina has a fixed fee and we want to avoid paying duplicated fees if
splitting the payments.

The total amount requested is US$60 000.

We are about to sign contracts to secure venue and food providers and we
would want to be able to pay before the end of January.
