[Board] GRASS GIS Budget request for 2020

Dear Board,

The GRASS GIS PSC has been drafted the 2020 budget at
https://grasswiki.osgeo.org/wiki/GRASS_GIS_Budget_2020

and added a related reference to
https://wiki.osgeo.org/wiki/OSGeo_Budget_2020#OSGeo_Projects

Importantly (as already discussed off-list with the OSGeo treasurer)
we would like to shift the 6000 USD assigned to the development of the
new GRASS GIS web site [1] from 2019 to 2020 due to delays in the
development.
