[Board] Mapbender team has a new chair Olaf Knopp

Hello OSGeo Board,

we are and have been very active reacently, althought we were missing a 
chair since the last months.

@Jody - thanks for pushing a bit. We voted for a new chair and I am 
pleased to announce that we elected Olaf Knopp as new chair for 
Mapbender.
