[Board] ORFEO ToolBox 2019 budget request

Board,

on behalf of the ORFEO ToolBox project, I would like to request a total 
budget for the 2019 of 2,000 USD.

This is intend to cover the support of community events, in particular 
the organization of the OTB User Days which are organized once a year 
since 2015.
