[Board] Donate button

I think an HTML widget could be safer, as it's an isolated code block on
the side of the page or bottom, not in the page content.

However I'm not sure how we would populate that snippet with anything
other than the main OSGeo donate. So a plugin that let's you customize
the campaign per page makes sense if you want to tag pages for sub
donations.
