[Board] OSGeo Community Day/Code Sprint Sponsorship proposal

Jan I added the topic today's meeting and we made a motion to cover "up to"
3,000 USD. Your document request 1500 to cover half the costs, by covering
"up to" 3,000 we are pretty sure youth community day will be taken care of.
The motion will be in "electronic" voting for about a week (allowing
directors unable to attend a change to provide feedback and/or support).
