[Board] bolsena code sprint application pending

Good afternoon all:

I was looking at attending the Bolsena code sprint
<https://wiki.osgeo.org/wiki/Bolsena_Code_Sprint_2019>, and noticed that
once again this year the organizers have not asked for any support from
OSGeo.  Would we be in position to accept an application in keeping with
the code-sprint guidelines and pass it by Loomio prior to the event later
this month?

(I only noticed after our May meeting so it was not covered last week).
