[Board] Important meeting update/reminder for October 28th

Maria I agree, I have not seen a message from the CRO. The list of
nominations <https://wiki.osgeo.org/wiki/New_Member_Nominations_2019> is
also fairly short.

If the elections get delayed we may need to schedule a meeting mid November
to ratify nominations.
