[Board] FAIR Data progress in USA / California

Dear OSGeo Board Members, stakeholders, all -

   a quick note to communicate some progress on FAIR Data objectives via 
the University of California.  An office has been established in San 
Diego called the Halıcıoğlu Data Science Institute, which includes 
Train-the-Trainer workshops [0] and other advocacy work, towards FAIR 
Data Access (https://en.wikipedia.org/wiki/FAIR_data).
