[Board] OSGeo Budget 2020

Dear OSGeo project members and committees,

The OSGeo 2020 budget board meeting will take place on Jan 13th, so 
please submit your budget requests by then.

Please note that code sprint budget proposals should be submitted 
separately according to our code sprint guidelines:
