[Board] Possible liaison with ISO/TC211

Dear All

Attached is the document that needs to be completed for the
application to become a liaison.

You can read more about the liaison categories and rights,
https://www.iso.org/sites/directives/current/part1/index.xhtml#_idTextAnchor093
 For example, Category A liaisons are able to serve as project
leaders.

I will add this on the schedule for the February meeting, as Mondays
meeting might be a bit short notice.
