[Board] GitHub sponsors

Thank you Michael,

As noted on the grass-psc list this is setup for monthly ongoing
sponsorship, and not a direct replacement for PayPal.

I still think it is an attractive format to support developers, I hope it
can be added as an option for recognition in the OSGeo sponsorship program.
