[Board] Mesh Data Abstraction Layer (MDAL) community program application

A topic for the June board meeting!

The incubation committee recently completed our review of the MDAL project
application to join the OSGeo community program.

The motion passed on June 14th, although truth be told we had to prune our
committee membership
<https://wiki.osgeo.org/wiki/Incubation_Committee#Committee_Operation> of
inactive members to reach quorum (as the initial motion was made in
December and did not gather sufficient response).
