[Board] OSGeo Store in Cafepress

Astrid made a ticket about this
https://git.osgeo.org/gitea/osgeo/todo/issues/65 last year, asking if the
marketing committee was responsible.

It looks like it was setup to raise funds
https://www.osgeo.org/foundation-news/osgeo-swag-store-now-open/ although
it was unclear if it ever did.

Last I checked Alex was going to try and get access and see if it could be
turned off.
