[Board] [OSGeo-Standards] Proposal to accept OSGeo / OGC MOU

Thanks Bruce.  The Board discussed the below today FYI.  I've left some
notes at https://git.osgeo.org/gitea/osgeo/todo/issues/80#issuecomment-9799

Next steps will be to table the proposed updates to OGC/Scott.
