[Board] Board meeting 2022-02-28

 I see the minutes list the following:

*Masterportal application*
Referred to Incubation Committee
*GISCollective application*
Referred to Incubation Committee


Can I ask what is going on here please? When I last checked Bogan from
GISCollective had been invited to the February meeting to discuss as the
incubation committee could not help.

What is on the table is boundary condition of the open source software
foundation with respect to transition of software to services - how does
the foundation wish to play this game?
