[Board] pygeoapi graduation from incubation

I am pleased to share that the pygeoapi project has completed the
requirements of the incubation process and we would ask the board to
recognize the team as a new osgeo project.

   - Tom Kralidis has volunteered to serve as pygeoapi project officer

I would also like to note that pygeoapi entered incubation in november
2021, making this a great example of going through the incubation process
quickly and efficiently. Thanks to the incubation committee and thanks to
Michael Smith for acting as project mentor.
