[Board] Open Geoscience budget proposal 2022

Dear Peter,

During our budget discussion, there was a question about the Open 
Science Awards:
We would like to have some more information about the history of the 
award, the events where it is usually presented, the participation and 
the process e.g. how is the decision to give the award taken.
