[Board] Request: Approval of SAC Contract

OSGeo Board,

The System Administration Committee (SAC) would like to request approval 
of our first System Admin contract for 2022 before the overall OSGeo 
Budget is approved. The amount is for €5500 EUR (~$6250 USD) as 
submitted in our 2022 budget.
