[Board] Board meeting 2022-10-17

Dear Board Members,

I see that on 17th agenda, Kosovo is part of it. As LOC we were planning to
join on 31st of October with detail updates, we aren't ready yet to do that
on 17th.

Anyway I am happy to participate on it.
