[Board] OSGeo - ESA memorandum of intent

In addition to foundation-news:
- Board members should have access to add a partner page here
https://www.osgeo.org/partners/
- And upload PDF of MOU to https://www.osgeo.org/resources/

If you have these things in place when making the announcement everything
should link together...
