[Board] 2024 budget request GeoHealthCheck Community Project

Dear Board,

On behalf of the GeoHealthCheck core developers/maintainers, we would 
like to request the Board to allocate 250,- USD funds for the 
GeoHealthCheck OSGeo Community Project [1] in 2024. This budget will be 
used for hosting the GeoHealthCheck demo server on [2] plus prolongation 
of the geohealthcheck.org domain name and DNS.
