[Board] pgRouting budget request

Vicky:

Thanks for your input, I will request the $8,000 mark that we have
consistently asked for (and not used).

I am optimistic that more projects will both enter and graduate from the
incubation program.

I think I would also like some budget to improve the onboarding
documentation for the board "community project" initiative; as we are
consistently answering the same questions and it would be good to have some
strong clear pages on the website (so we can hand out links).
