[Board] Bolsena code sprint budget request 2023

Dear OSGeo board:

Welcome back from foss4g, I hope you have recovered from in-person meetings.

The Bolsena code sprint has traded places with foss4g on the calendar and
is scheduled <https://www.osgeo.org/events/bolsena-code-sprint-2023/> for
August 20 to September 2.

We would like to ask for your support with a financial contribution of
€2000 from OSGeo. The wiki page has this year's budget
<https://wiki.osgeo.org/wiki/Bolsena_Code_Sprint_2023#Sponsoring> for your
review. We we anticipate expenses to have increased from last year due to
inflation.
