[Board] Fwd: Giswater project

It is just an opportunity folks, if you wish to set up a relationship there
is room to support each other :)

In each case there is a contact person for osgeo and a contact person for
the partner. Partners have some kind of agreement (here is an example of a
partner
https://www.osgeo.org/partners/ica/). Friends do not have an agreement but
we think they are cool (here is an example of a friend
https://www.osgeo.org/partners/natural-earth/).

Two similar relationship are
https://www.osgeo.org/partners/gvsig-association/ which is just a friend,
and
https://www.osgeo.org/partners/qgis-org-association/ which is very formal
with a voting member.

I think it would be appropriate for the board to make a friend page for
giswater association, and if something more formal is establishes it can be
updated.

The board manages relationship with other organizations and those
relationships are reflected on our website.
